The Civil Division provides legal representation to all County elected officials and their respective offices. It also provides legal representation to all County Boards and Commissions, the County's eighteen Townships, their Trustees, Clerks, and Zoning Boards. This Division represents all of these entities in matters of litigation in State and Federal Courts, contracts, personnel matters, collection of real estate and personal property taxes owed the County, and rendering general legal advice to all of the County and Township officials. This Division is staffed by nine attorneys, law clerks, an investigator, and their support staff.Attorneys
Denise Smith: Division Chief. Represents County Commissioners, Board of Elections, Budget Commission, Common Pleas Judges, County Engineer, Sheriff.
Leigh Prugh: Building Department, Water Resources, Mental Health and Recovery Board, MRDD, Public Records, Regional Planning, Schools, Probation Department, Welfare Fraud.
Allison Manayan: Department of Human Services, Child Abuse, Neglect and Dependency.
Charmaine Ballard: Department of Human Services, Child Abuse, Neglect and Dependency.
Tommie Jo Marsilio: Civil Rights, Clerk of Courts, Dog Warden, Library Boards, Wrongful Imprisonment, Labor and Personnel.
Chris Meduri: Townships, Zoning, Airport Authority.
Theresa Scahill: County Treasurer, County Auditor, Health District, Solid Waste Management District, Board of Revision, Data Processing, Audit Reviews.
David Brode: County Coroner, Recorder, Adult Protective Services, Emergency Management Agency, Park District, Veterans' Services, Forfeitures and Contraband, Probate, Subpoenas.
